YAHP: Yet Another HTML Puzzle

This is still all in progress. For those who've never played any of this before, the goal is to guess the next level's URL. It's not a point and click. Look at the picture, source code, etc etc. For the first two level there are even hinty goodness to start you off! Feel free to use google, wiki, and whatever you need to find the answer.
